Paweł Zołoteńki is a graduate of i.a. National School of Administration in Warsaw and Postgraduate Studies at SGH Warsaw School of Economics (accountancy and management). He has undergone internships at Department of Finance at Ministry of the Economy and Finance in Paris (held by Ecole Nationale d’Administration), the Office of the Prime Minister as well as Law Department at URM (currently the Chancellery of the Prime Minister).
He was a finance director at Polska Grupa Zbrojeniowa, Polish Security Printing Works and the Chancellery of the Prime Minister. He also served as administration director at the John Paul II Catholic University of Lublin. He has experience in restructuring multi-million investment projects co-funded by the EU. He also advised companies in quality management, client service and sales (also as an interim manager)
As a state and local government official he served as a manager and an expert at the Chancellery of the Prime Minister, Ministry of the Interior and Administration, National Security Bureau, Narodowy Bank Polski and the Chancellery of the President. He worked as an expert on public financing at Bureau of Research (Chancellery of the Sejm) where he mainly tackled financing of internal security and national defence as well as attended to budget legislation. He co-created and implemented the improved standards of services for residents at Warsaw Municipal Office (the biggest program of this sort in Polish local administration). At Ministry of the Interior and Administration he contributed to introducing of the first edition of modernisation program of Polish National Police, Border Guard, State Fire Service, Government Protection Bureau (worth more than 6 billion PLN). In NBP he was responsible, among other things, for selling numismatic coins, including the distribution of collectible coins and notes in an auction system.
He was an advisor to the Head of National Security Bureau and the Chief of the Cabinet to the President.
